You pick your brackets. The points you get for each winning pick is the seed. For example, you pick a 12 to beat a 5 and it happens, you get 12 points for that first round upset. I do believe he has it somewhat weighted (more points the deeper you get) as you progress through the bracket.

Just wanted to throw it out there..I also do the PCB bowl pool which some of you have played in the past.
